What is the best workout routine to tone and build muscle?

I am 25 years old. 120lbs 5'5 and not over weight by any means. However, I feel like a have a little extra flab, and fat to tone up on the stomach and under my rib cage. I also want to lift my butt, tighten upper legs, tone upper arms. I have dumb bells and resistance bands. I just am looking for a good way to use them and what exercises to do to tone up. Like a particular set of exercises or a video link would be great. Thank you for your help :)
